Keith McIntosh

President

BIOGRAPHY

Keith McIntosh brings over 25 years of experience specializing in real estate tax appeals on behalf of commercial property investors, owners, developers and occupants. The scope of his tax appeal work extends to jurisdictions throughout the United States and has generated over $2B in real estate assessment reductions.

Prior to launching McIntosh & Associates, LLC, in October 2008, Keith led the National Real Estate Tax Appeals Group at CB Richard Ellis (CBRE). At CBRE, Keith delivered substantial results to CBRE’s clients, saving over $6M in the first two years of this relationship.

Prior to joining CBRE, Keith focused on building his practice initially with PriceWaterHouseCoopers where he led a team of seven professionals. Early in his career, Mr. McIntosh was a principal partner in Property Tax Specialists, a firm later acquired by Coopers & Lybrand, LLP.

In addition to real estate tax expertise, Mr. McIntosh has developed various properties in Washington, DC market including the $40 Million-200,000 square foot mixed-use Tivoli Square redevelopment.

Andrea Bernard McIntosh

Executive Vice President

BIOGRAPHY

Andrea has direct oversight responsibility for the day-to-day operations of the firm. Prior to joining M&A, Andrea enjoyed a twelve-year career in higher education where she served as Director of Planned Giving for Howard University, and formerly as the university’s Legislative Director for Government Affairs.

In her capacity as liaison to the U.S. Department of Education, the U.S. Office of Management and Budget, and the U.S. Congress, Andrea focused her efforts on such compelling issues as charter schools, federal appropriations, healthcare, politics, economic development, and various grass roots and community-based initiatives. She was responsible for developing strategies and tactics as well as rapid response initiatives in advancing the academic and strategic initiatives of the University. Strategic initiatives involving the establishment of public/private partnerships resulted in collaborative efforts with the U.S. Food and Drug Administration; U.S. Department of Health and Human Services; U.S. Department of Commerce; the National Institutes of Health; the Smithsonian Institute; the Corporation for Public Broadcasting; Habitat for Humanity; and the Congressional Black Caucus Foundation.

Andrea’s background also encompasses public relations and communication initiatives, crisis management, issues advocacy, and litigation support.

Rachel Brown

Vice President

BIOGRAPHY

Currently a Vice President at McIntosh & Associates (M&A), Rachel manages the tax appeal process from start to finish.  She analyzes property tax appeal opportunities on a nationwide basis and works directly with M&A’s network of providers to minimize property taxes for M&A’s clients.  Rachel also handles pre-acquisition due diligence, property tax budgeting and litigation support.

Prior to joining M&A, Rachel was a financial analyst in the Real Estate Tax Consulting Group at Trammell Crow Company and subsequently a Senior Associates at CB Richard Ellis (CBRE). At CBRE she served as a National Account Manager, acting as the primary point of contact for all communications with the client during the appeal process.

Stuart Smith, MAI, MRICS

Director, Institutional Services

BIOGRAPHY

Stuart Smith brings over 30 years of real property valuation and consulting experience to McIntosh & Associates, LLC. His focus has been unbiased, third-party market value appraisals for owners, investors, tenants, financial institutions and others. Stuart brings his knowledge of the markets and of the assessment-world to work as an advocate for ownership.

For the last 20-year’s Stuart has been president of MillenniuM Real Estate Advisors, Inc. a boutique appraisal and consulting firm. Clients have included a major law firms, financial institutions, local and federal government, as well as owners and developers.

Previously, Mr. Smith was a manager in Cushman & Wakefield’s, DC valuation office; the Executive Director of GSA’s/Public Buildings Service; a senior career officer with the White House’s Office of Management and Budget; and, director of finance for the U.S. Customs Service.

Mark Hill

Vice President

BIOGRAPHY

Mark Hill brings over twenty-five years of property tax appeals experience from coast to coast.

On government contracts, Mark is employed directly by M&A to perform property tax work in California, Louisiana, Kansas Texas and Indiana. Since 1989, Mr. Hill has been the CEO/President of Concorde Associates Tax Group based out of San Diego, CA and Indiana. Concorde specializes in valuation and tax appeals of complex commercial, residential, healthcare and industrial properties in the Western Region from Kansas to California.

Prior to launching Concorde, Mr. Hill was the appeals coordinator for the Western Region at Easley, McCaleb & Stalling out of Atlanta, GA and Dallas, TX.

Mr. Hill maintains an in-depth knowledge of California Rules and Taxation.
